"The Key Principles of Harm Reduction are
one of the main outcomes of the
HR4Homelessness project.
The Principles aim
to contribute to improving and
transforming services and policies across
Europe that shape access to, and the quality
of, care that people experiencing
homelessness who use drugs or alcohol
receive.
The Key Principles aim at providing an open,
iterative and evolving framework for the
improvement of Harm Reduction-based drug
and alcohol use related support." (p. 12)
