"The implementation and improvement of community-based voluntary counselling and testing
(CBVCT) services is a means of offering these so-called hard-to-reach or more-at-risk populations an
opportunity to know their HIV status, receiving information and counselling, being linked to the
health system if necessary and being treated in a non-judgmental way. The community-based
approach will be the leitmotiv of this document, since CBVCT services target one or more
communities and include community members in at least one part of the implementation process
of the service.
The CBVCT approach can break down many barriers to HIV testing among most-at-risk populations
through the social proximity of the staff to the target community. Promotion of quality
implementation of CBVCT is necessary to guarantee and extend the valuable characteristics of the
community-based approach." (p. 4)

"Clear, evidence-based links have been identified between HIV infection and a higher prevalence of mental
health conditions compared to the general population. This discussion paper draws on existing policy and
good practice to identify key policy themes and types of interventions for improving community-based HIV
and mental health care.
The paper also references two EATG-sponsored stakeholder events. The first event, which was internal to
EATG, demonstrated that there is already significant experience among members about the HIV and mental
health continuum of care. The second event included stakeholders external to EATG. The discussion made it
very clear that WHO and others have been working on building a solid HIV and mental health continuum of
care for years now. Presenters shared examples of lay workers and clinicians collaborating at the community
and institutional/hospital levels, adapting what they do to national needs and the shape of their HIV epidemic." (p. 3)

"MOSAIC’s objective is to accelerate introduction and scale-up of new biomedical prevention products and expedite their
availability, acceptance, uptake, and impact in PEPFAR programmes to help individuals, especially women — including
transgender women and people assigned female at birth — protect themselves from acquiring HIV and other infectious
diseases. MOSAIC works across multiple countries to implement user-centred research to understand and remove barriers
to new product introduction, access, and use; provide technical assistance to global, national, and subnational stakeholders
to expedite product launch and scale-up; and strengthen the capacity of a wide range of local partners to perform essential
functions that support the introduction of HIV prevention products. A critical component of MOSAIC work is supporting end
users of PrEP products to make informed decisions about HIV prevention options and to access and effectively use their chosen
method(s). Empowering end users with the knowledge, skills, and agency to discuss sexual and reproductive health with their
peers, partners, families, and communities is key to normalising HIV prevention methods so that people can take charge of HIV
prevention for themselves."

"This briefing paper aims to raise awareness of the scope and scale of GBV experienced by women and
people of diverse gender identity and expression who use drugs, and the connection between GBV and
the HIV epidemic among them. It highlights practical responses to violence against these populations
that can be adopted by providers of harm reduction and allied services. The paper also demonstrates
how adopting a gender-responsive approach to drug use benefits women and people of diverse gender
identity and expression.The paper begins with a summary of recommendations for policy and govern-
ment responses.
This briefing paper is also relevant for advocates, human rights defenders, lawmakers, police and other
stakeholders who engage with women and people of diverse gender identity and expression. Sample

"This manual was primarily developed to build the
capacity of individuals and organisations to address
specific gender and HIV vulnerabilities within migrant
settings.
It has been designed so that is can be used both as
a train the trainer (ToT) tool and as “on-the-ground”
tool for facilitators to use in different settings. It is
intended to be used in workshop settings and also
as a resource and facilitation guide for those working
on issues of migration, gender, HIV, sexuality, health,
violence, human rights and citizenship.
The manual tries to equip all participants with skills to
develop strategies and programmes that contribute
to broader social change. The success of this manual
will be judged by the extent to which participants
have been able to develop programmes within their
own environments.
Although the manual was designed with migrants
and mobile populations in mind, it can be used in
a wide variety of settings, both rural and urban - in
institutions and in informal community settings, in
schools, workplaces and places of worship. Although
it is designed for the southern African context it can
be adapted to be used globally." (p. 10)
