"Join us for a small moment of virtual solidarity and learning, as we discuss service adaptation, specific needs when it comes to needle syringe provision (aka NSP), and interactions between HRT and other drugs, more specifically the pharmacokinetics of trans people.

The rights of trans people and drug users have been under increasing attack from harmful government policy and violence driven by misinformation campaigns influenced by scare mongering and prohibitionist rhetoric. Intersectional issues such as access to healthcare, labour rights and freedom from criminalisation experienced in our daily lives lead us to champion the need for organising and acts of solidarity." "HIV-related stigma and discrimination remain major barriers to accessing HIV services for people living with HIV
worldwide. In this context, stigma can be understood as the negative perception of people living with HIV based solely
on their HIV status. Experienced stigma, or discrimination, occurs when people living with HIV experience negative or
unfair treatment based on these perceptions. An estimated one in eight people living with HIV are denied health
services because of stigma and discrimination, and research shows that over 50% of people report having
discriminatory attitudes towards people living with HIV [1]. Understanding and addressing stigma is critical to achieving
the zero discrimination element of UNAIDS vision and successive strategies to end the AIDS epidemic by 2030.
To improve the understanding of experienced HIV stigma in the community, ECDC — in collaboration with the
European AIDS Treatment Group (EATG) and AIDS Action Europe (AAE) — initiated an exploratory survey in 2021
to measure HIV-related stigma across Europe and Central Asia. The objective of this survey was to examine the
experience of HIV-related stigma in the region and to establish a benchmark measure of perceived and
experienced HIV-related stigma among the most affected communities in order to assess progress toward the
UNAIDS target of zero discrimination by 2030 [1]." (p. 1)

"The implementation and improvement of community-based voluntary counselling and testing
(CBVCT) services is a means of offering these so-called hard-to-reach or more-at-risk populations an
opportunity to know their HIV status, receiving information and counselling, being linked to the
health system if necessary and being treated in a non-judgmental way. The community-based
approach will be the leitmotiv of this document, since CBVCT services target one or more
communities and include community members in at least one part of the implementation process
of the service.
The CBVCT approach can break down many barriers to HIV testing among most-at-risk populations
through the social proximity of the staff to the target community. Promotion of quality
implementation of CBVCT is necessary to guarantee and extend the valuable characteristics of the

"Clear, evidence-based links have been identified between HIV infection and a higher prevalence of mental
health conditions compared to the general population. This discussion paper draws on existing policy and
good practice to identify key policy themes and types of interventions for improving community-based HIV
and mental health care.
The paper also references two EATG-sponsored stakeholder events. The first event, which was internal to
EATG, demonstrated that there is already significant experience among members about the HIV and mental
health continuum of care. The second event included stakeholders external to EATG. The discussion made it
very clear that WHO and others have been working on building a solid HIV and mental health continuum of
care for years now. Presenters shared examples of lay workers and clinicians collaborating at the community
and institutional/hospital levels, adapting what they do to national needs and the shape of their HIV epidemic." (p. 3)
